Since the inception of The Motor Vehicle Act, the Act has been revised for a number of times to make the air safer to breathe.
This time, the bill introduced in the legislature focused on amending the Motor Vehicle Act by eliminating the interference with emissions control devices in motorized vehicles. With this alteration to the Act, the BC legislation would be able to stand in the same stead as that of Ontario’s Environmental Protection Act and the Clean Air Act in the United States.
The Key Points of the Act are:
One should not drive an automobile in which there is no device incorporated to minimize the discharge of contaminants by the diesel vehicle.
Nobody is permitted to remove the emission system installed in the vehicle to avert the release of any pollutant into the atmosphere unless permitted by subsection (6).
In the case of impairment of the device installed, the owner is required to get it repaired or replaced.
Breaching of this section by any individual is an offence that makes him/her accountable to pay a penalty of not less than $50 and not more than $5,000.

Redline Light Duty Truck DPF Soot Reduction Technique – Passive DPF and Active Diesel Injection
Exhaust soot is a heavily regulated emission for diesel engines, and in-cylinder soot reduction techniques are commonly used to reduce or eliminate after treatment burden. A common in-cylinder solution for soot reduction is the use of post injections.
Post-injections are used for a variety of reasons, including management of exhaust after treatment and reduction of unburned hydrocarbons at low-temperature combustion conditions.
The alternative to using post-injection in the cylinders is heating the exhaust stream directly. This is achieved by heating the exhaust with an extra fuel injector positioned upstream from a catalytic oxidizer (the current Duramax engine uses this approach).
The combusting fuel increases exhaust temperature needed to carry out the reaction. This is the most efficient method of increasing exhaust temperature and typically uses 35 to 50 percent less fuel than the post-combustion injection technology (fuel sprayed into the engine’s cylinder after top dead center) used by Ford, GM, and Dodge.
This method minimizes engine wear since no changes to the engine performance—through engine management or increased power generation—is required. For retrofit or OEM replacement programs, this is also the simpler and less costly approach.
The technique has been adopted by Redline light duty truck DPFs to reduce cost but at the same time maintain an equal performance to OEM DPFs.

2016 Vehicle Inspection Manual will affect the whole MVA Truck, Trailer and Bus Inspection requirement
A new version of Vehicle Inspection Manual was enacted on July 1, 2016. Authorized inspectors who will conduct all inspections at a Designated Inspection Facilities (DIF) or Preventative Maintenance Facilities (PMP) throughout the province are required to inspect to the criteria noted in the current year’s Inspection Manual. It is necessary for these authorized inspectors to ensure that all vehicles satisfy minimum requirements and are in compliance before issuance a certificate of approval.
CVSE will provide a 90-day transition period to September 30, 2016, to ensure plenty opportunity for all facility operators and authorized inspectors to obtain and familiarize themselves with the new requirements and inspection criteria. Full enforcement will start following this transition period.
